
An independent role reporting to both Leicester City Council (LCC) and the Chairman of the Local Education Partnership (LEP – Miller, Semperian, Amber & LCC).
Instrumental in turning around the Leicester Building Schools for the Future programme. Responsible for structuring, organising and leading an integrated co-located team with a clear governance structure to develop and procure 22 schemes in the programme valued at £275m. The earlier projects were closed in December 2007. 6 projects were either closed or are very close to closing during this interim role, two of which are privately financed (PFIs). 11 further projects are under development and a further 5 projects are being scoped for issue to the LEP early in 2012.
Contracted to the LEP but working in an ‘independent’ role with the Local Authority (City of Bradford MDC), Partnerships for Schools, the LEP (Costain, Amey, CBMDC and BSFi) and the Construction Joint Venture (Costain and Ferrovial).
Brief was to develop market testing and other protocols to deliver value for money; manage effective communications with end users, other key parties and stakeholders and assist decision making.
